BISHOP, Inyo County — October 22, 2026. A new California state funding recommendation includes multiple organizations whose service areas encompass Inyo County, Mono County or both. The October 21 announcement from the Department of Health Care Access and Information (HCAI) could affect future rural-health planning, but the posted amounts are still recommended, not finalized or disbursed.

For eastern Sierra residents, that distinction is especially important: a hospital or tribal health provider’s appearance on the list does not establish that a new appointment, specialty service or job opening is available today.

Eastern Sierra organizations and proposed amounts

Listed organization Program and service area Recommended funding
Northern Inyo Healthcare District Accelerator Partner Program; Inyo and Mono $298,480
Northern Inyo Healthcare District Workforce Recruitment and Retention; Inyo $332,030
Southern Inyo Healthcare District Workforce Recruitment and Retention; Inyo $1,000,000
Southern Inyo Healthcare District Electronic Health Record Modernization; Inyo $2,000,000
Toiyabe Indian Health Project, Inc. Workforce Recruitment and Retention; Inyo and Mono $607,675

The entries add up to $4,238,185 in five tentative listings for these three named organizations and their specified service areas. This is a comparison of recommendations, not an allocation exclusively to Bishop. The Inyo and Mono service areas overlap on some applications, so the numbers should not be attributed to one city or one county alone.

Separate objectives: workforce, collaboration and technology

The recommended $298,480 for Northern Inyo belongs to the Accelerator Partner Program. Its purpose is to support organizations preparing to collaborate on rural primary, maternity and whole-person care. The district has a separate $332,030 workforce recommendation, which is about recruitment, retention and training capacity.

Southern Inyo is listed for both a $1 million workforce recommendation and a separate $2 million electronic health record modernization recommendation. The latter is aimed at secure record systems and data exchange; it is not equivalent to a new building or a completed technology installation. Toiyabe Indian Health Project is also listed for $607,675 in workforce development involving Inyo and Mono counties.

Questions for Bishop, Big Pine, Independence and Lone Pine

Residents may reasonably ask whether any eventual award will make it easier to recruit clinicians, retain local healthcare staff, coordinate referrals across long distances or share records securely. The state’s published recommendation does not yet specify service-by-service results or guarantee that patients will gain access in every town. It also should not be confused with a final employment or procurement announcement.

Other CalRHT applications serve broader multi-county regions, including additional providers that list Inyo or Mono among their service areas. The table above is a focused comparison of three prominent eastern Sierra organizations; it is not the state’s exhaustive accounting for the two counties.

The full statewide list appears on HCAI’s California Rural Health Transformation updates page. The state says final agreements are still required, amounts may change, and organizations should not incur project-related expenses until the contracts are fully executed.
